How to help cambodian maid?

my neighbour hired a cambodian maid afew months back and she's torturing the maid ever since..the maid is only allowed to eat cheap white breads or she have to pay for her own food. She works 24/7 and always scolded by my neighbour everyday without reason...my family always sees her crying alone at the staircase..she wants to go back but don't know how...how can i help her to have her rights as a maid and not being tortured here..
