Why are minority boys (black) 40 times more likely to be placed in remedial cles?

They don't even give minorities a chance. I remember one of my friends who was Black was put in a remedial cl. Let me tell you that he absolutely did not need to be there! He is extremely intelligent and it really pissed me off that they would do that to him. They just automatically ume that they would need additional help. The only problem he did have was having ADHD.
