Why are nations with black run governments and/or black majority populations always the worst?

WOW. This is a tough question. I can't help but think geography has something to do with it. however US crime stats is a different question than black foreign govts...being out there in the hot sandy desert with a very limited water supply...unfortunately MOST govts. are corrupt in some way...remember that the people of the land must not be confused with the current govt in power, too
